THE HAGUE / WARSAW – In the largest-ever law enforcement action against synthetic drugs in the European Union, Europol announced on Wednesday that a year-long investigation has culminated in the dismantling of 24 industrial-scale drug laboratories. Titled Operation Fabryka, the mission targeted a massive criminal network responsible for importing over 1,000 tonnes of precursor chemicals—a quantity capable of producing more than 300 tonnes of synthetic drugs like MDMA, amphetamine, and cathinones.
The coordinated strike took place on Friday, January 16, across Poland, Belgium, Germany, and the Netherlands, following a year of intense international cooperation.
A Billion-Euro Criminal Network
The investigation revealed a highly sophisticated logistical operation that utilized seven legal companies in Poland to facilitate the importation of chemicals from China and India. These chemicals, often used in the pharmaceutical industry, were imported in volumes that far exceeded legitimate industrial needs. Once inside the EU, the chemicals were repackaged, mislabeled, and distributed to clandestine labs across the continent.
“The illegal activities are estimated to generate billions in criminal profits,” Europol stated. “This capital flows into the legal economy, distorting markets and systematically infiltrating legitimate businesses.”

Operation Fabryka: By the Numbers
The culmination of the operation has yielded historic results for European law enforcement:

24 industrial-scale laboratories dismantled.

1,000 tonnes of precursors seized.

85 arrests were made across 20 separate “action days” throughout the year.

16 storage locations uncovered.

120,000 liters of toxic waste were found, highlighting the severe environmental damage caused by clandestine drug production.
On the final action day (January 16), 20 individuals were arrested, including two High-Value Targets. Police also seized nine vehicles, real estate valued at €2.5 million, and a massive marijuana cultivation site with over 2,000 plants.
Environmental Devastation
Europol raised specific alarms regarding the environmental impact of these industrial labs. The production of synthetic drugs generates waste volumes 5 to 30 times larger than the end product. Authorities discovered thousands of liters of acids and reaction residues dumped into the ground, streams, and sewers, posing long-term risks to local groundwater and ecosystems.
The “Drug Hub” of Europe
The EU Serious and Organised Crime Threat Assessment (EU SOCTA) 2025 identifies the production of synthetic drugs as a rapidly escalating threat, with the EU now serving as a global production hub.
Operation Fabryka was led by the Drug Crime Unit of the Provincial Police Headquarters in Wrocław, Poland, and involved judicial and law enforcement authorities from Belgium, Czechia, Germany, the Netherlands, Poland, and Spain.
The success of the operation aligns with the EU Action Plan against Drug Trafficking 2026–2030, which was adopted in December 2025 to close legal loopholes on “designer precursors” and dismantle the financial structures of organized crime.
