Hungary’s incoming prime minister, Péter Magyar, has proposed a meeting with Volodymyr Zelensky in early June, signaling an effort to repair strained relations between the two neighboring countries and address long-standing disputes over minority rights.

The initiative follows Hungary’s April 12 election, which brought a decisive end to the 16-year rule of Viktor Orbán. Tensions between Budapest and Kyiv had escalated in recent years, particularly over Hungary’s repeated use of its veto within the European Union to block financial aid and slow Ukraine’s accession process.

A Symbolic Meeting

Magyar suggested that the proposed meeting take place in Berehove, a city in western Ukraine with a significant Hungarian population. The location carries symbolic weight, reflecting the central role of minority rights in the dispute.

He said the goal is to open a “new chapter” in bilateral relations, while ensuring improved conditions for ethnic Hungarians living in Ukraine.

Longstanding Disputes

At the heart of tensions lies the region of Transcarpathia, where a large Hungarian minority resides. Disagreements intensified after Ukraine introduced language reforms in 2017, requiring Ukrainian to be the primary language of secondary education.

Budapest has argued that the policy restricts the cultural and linguistic rights of ethnic Hungarians. Magyar echoed this stance, calling for the removal of legal restrictions and the restoration of full rights in education, administration, and cultural expression.

“The time has come” to resolve these issues, he said, emphasizing that such steps could pave the way for stronger cooperation between the two countries.

Opportunity for Reset

Zelensky has previously engaged with Hungarian communities in the region, acknowledging their support during the ongoing war and difficult conditions faced by the country.

Magyar’s proposal is seen as an attempt to shift Hungary’s approach toward Ukraine, moving away from the confrontational stance that marked the previous government and toward a more cooperative framework.

If the meeting goes ahead, it could represent a turning point in relations between the two countries, with implications not only for bilateral ties but also for broader European unity at a time of ongoing conflict and geopolitical tension.
