LONDON — The United Kingdom and its allies are facing a sustained campaign of hostility from Russia, which is attempting to “bully, fearmonger and manipulate” them with actions deliberately kept below the threshold of all-out war, according to Blaise Metreweli, the first female chief of the Secret Intelligence Service (MI6).
In her first major public address on Monday from the MI6 headquarters in London, Ms. Metreweli warned that Britain is now “operating in a space between peace and war,” where “the frontline is everywhere” and conventional rules of conflict are being actively rewritten by Russia and other hostile states.
Ms. Metreweli broke with tradition by focusing her entire speech on the threat posed by an “aggressive, expansionist, and revisionist Russia.” She accused Moscow of deliberately exporting instability, stating: “The export of chaos is a feature not a bug in this Russian approach to international engagement.”
The intelligence chief detailed the tactics Moscow is using in this “grey zone”, the competitive space between routine statecraft and open warfare, to erode the resilience of Western nations:

Cyber Attacks: Targeting critical national infrastructure.

Physical Sabotage: Instances of state-sponsored arson and sabotage, such as the blaze at a warehouse providing aid to Ukraine.

Maritime Aggression: “Aggressive activity in our seas, above and below the waves,” including reports of Russian spy ships off the coast of Scotland.

Drone Incursions: Drones “buzzing airports and bases” in countries like Denmark, Germany, and Sweden.

Information Warfare: Propaganda and influence operations designed to “crack open and exploit fractures within societies,” weaponizing disinformation to manipulate citizens’ understanding of reality.
Ms. Metreweli stressed that the fate of Ukraine is “fundamental not just to European sovereignty and security but to global security,” and warned that President Vladimir Putin is “dragging out negotiations” on a peace deal to shift the cost of the war onto his own population. Her comments come amid diplomatic efforts, including a U.S. push to broker negotiations, which General Oleksandr Syrskyi, the head of Ukraine’s armed forces, recently suggested was being used by Putin as “cover” for Russian troop movements.
The MI6 chief also highlighted the transformative impact of technology on espionage and conflict, noting that control over advanced tools like Artificial Intelligence and quantum computing is shifting from states to corporations and individuals like Elon Musk. She underscored the need for MI6 to master this digital domain: “Mastery of technology must infuse everything we do. We must be as comfortable with lines of code as we are with human sources.”
Unusually for a spy chief, Ms. Metreweli concluded by emphasizing the critical role of the public, urging schools and citizens to take responsibility by educating themselves to spot disinformation online and be aware of algorithms that trigger fear and intense reactions.
