Nokia has secured a long-term financing agreement of up to €870 million from the European Investment Bank (EIB) to accelerate the development of next-generation mobile technologies. The funds are earmarked for research and development (R&D) into 5G-Advanced and AI-native 6G systems, a move seen as vital for Europe’s digital sovereignty.
Accelerating the 6G Future
The Finnish telecommunications giant plans to utilize the loan to push the boundaries of mobile infrastructure. Key areas of focus include:
- Energy Efficiency: Developing networks that consume less power while delivering higher performance.
- AI Integration: Building “AI-native” 6G technology to create more intelligent, self-optimizing networks.
- Cybersecurity: Enhancing the resilience of critical digital infrastructure against emerging threats.
The project involves a massive multi-year hardware and software development program for Radio Access Networks (RAN). While Nokia is headquartered in Espoo, Finland, the research will be a pan-European effort; the majority of the work is scheduled to take place in Poland, followed by Finland, France, and Germany.
Strategic Autonomy for Europe
The loan is backed by the European Union’s InvestEU programme and aligns with the continent’s broader goal of “strategic autonomy.”
“This R&D programme is essential to Europe’s strategic autonomy in future network technologies,” said Karl Nehammer, EIB Vice-President. “By supporting Nokia’s innovation, we are helping Europe maintain its competitiveness in a vital industry.”
Nokia is already a heavyweight in the R&D space. In 2024, the company allocated €4.5 billion to research—roughly 23 percent of its total revenue. CFO Marco Wiren noted that this new commitment from the EIB is crucial to Nokia’s goal of “leading the next generation of networks.”
Financing Structure
The €870 million financing will be released in two equal tranches of €435 million:
- First Tranche: Signed and finalized in December 2025.
- Second Tranche: Expected to be completed by mid-2026.
As the global race for 6G leadership intensifies, this injection of capital ensures that Nokia—and by extension, the European Union—remains a primary architect of the world’s future connectivity standards.
