DAVOS, SWITZERLAND – In a highly anticipated encounter on the sidelines of the World Economic Forum, U.S. President Donald Trump and Ukrainian President Volodymyr Zelensky met for over an hour today to finalize what officials describe as the “last mile” of a historic peace framework. The meeting, described by both sides as “productive,” comes at a moment of extreme domestic pressure for Zelensky and a bold diplomatic offensive by the Trump administration.
Despite a week dominated by headlines regarding the U.S. “Greenland Framework,” the 47th President pivoted back to the European theater, declaring after the meeting that “this war has to end.”

“Nearly, Nearly Ready”

President Zelensky, who initially considered canceling his Davos trip due to a deepening energy crisis at home, arrived in Switzerland with a sense of urgency. Speaking at the Ukrainian Breakfast event shortly after he met with Trump, Zelensky revealed that documents aimed at ending the four-year conflict are “nearly, nearly ready.”
“Our teams are working almost every day,” Zelensky said. “The last mile is always the most difficult, but we are optimistic that a ceasefire suitable to both Kyiv and Moscow is within reach.”
The “One Issue” Standoff
U.S. Special Envoy Steve Witkoff, who has been leading a parallel track of negotiations with the Kremlin, added weight to the optimism. Witkoff stated that the complex 19-point peace plan—which has undergone several revisions since a leaked draft sparked controversy in late 2025—is now down to “just one final issue.”
While Witkoff declined to specify the sticking point, analysts suggest it likely involves the nature of the “robust security guarantees” Ukraine demands to prevent future Russian aggression. To incentivize the deal, Witkoff has reportedly proposed a “prosperity plan” that would grant Ukraine unprecedented tariff-free access to the U.S. market once peace is signed.
A New Diplomatic Architecture: The “Board of Peace”
The meeting coincided with the official launch of President Trump’s “Board of Peace” at Davos. The new body, chaired by Trump for life, is intended to replace or augment the United Nations in resolving global flashpoints.
-
The “Permanent” Price Tag: The Board’s charter confirms a $1 billion fee for nations seeking permanent membership.
-
Russia’s Overture: Moscow has signaled it may use $1 billion in frozen U.S. assets to secure its seat—a move currently being “evaluated” by the White House.
-
Gaza and Beyond: While initially focused on Gaza reconstruction, the Board’s mandate now encompasses the Ukraine settlement and potentially Arctic security.
Darkness in Kyiv
The diplomatic optimism in Davos stands in stark contrast to the grim reality in Ukraine. Zelensky’s decision to travel was overshadowed by a national energy state of emergency declared on January 14.
Recent Russian strikes on critical infrastructure have left 70% of Kyiv without power in sub-zero temperatures. Mayor Vitali Klitschko reported that nearly 6,000 apartment buildings recently lost heating, leading to a humanitarian crisis that Zelensky hopes the Davos talks will finally bring to an end.
