The European Union and Hungary have opened high-level negotiations aimed at releasing approximately €17 billion in frozen funding, signaling a potential turning point in relations after years of tension over rule of law concerns.

The discussions, taking place in Brussels, bring together Ursula von der Leyen and Hungary’s incoming prime minister, Peter Magyar, whose recent electoral victory has reshaped the country’s political landscape.

A Push for Reform

The funds were originally withheld due to concerns over judicial independence, governance standards, and institutional checks under the previous administration led by Viktor Orbán.

The talks are not limited to financial issues. They may also pave the way for a wider normalization of relations between Hungary and the EU.

Among the topics under consideration is Hungary’s potential return to the Erasmus student exchange program, from which it has been excluded since 2023 due to concerns over academic independence.

Another key issue is Hungary’s previous veto of EU reimbursements for military support provided to Ukraine. Resolving this dispute could help restore unity among member states, particularly in the context of ongoing tensions with Russia.
