U.S. Secretary of State Marco Rubio said he had a “good” and “frank” conversation with Russian Foreign Minister Sergey Lavrov during a bilateral meeting in Manila, where both officials discussed the war in Ukraine and broader U.S.-Russia relations on the sidelines of the Association of Southeast Asian Nations (ASEAN) foreign ministers’ meetings.

The talks marked one of the highest-level direct diplomatic engagements between Washington and Moscow in recent months, as the United States reiterated its willingness to play a constructive role in pursuing an end to the conflict in Ukraine.

High-level meeting in the Philippines

Rubio and Lavrov met in the Philippine capital during the ASEAN ministerial meetings, which brought together senior diplomats from Southeast Asia and partner countries.

Speaking to reporters after the meeting, Rubio described the discussions as positive while emphasizing that the war in Ukraine remained the central issue.

“We had a good conversation, a frank conversation,” Rubio said, declining to disclose specific details of the private discussions.

The meeting lasted approximately 37 minutes and represented the first face-to-face talks between the two diplomats since last September.

Washington reiterates support for peace

Rubio stressed that both Russia and Ukraine have reasons to seek an end to the conflict and said the United States remains prepared to assist diplomatic efforts.

“Both sides have an incentive to bring it to an end,” Rubio said.

“We are prepared to play a constructive role and bring about an end to a senseless war, and we’re ready to do that.”

He added that any lasting settlement would ultimately require agreement from both Moscow and Kyiv.

“We’re prepared to play whatever positive role we can to end the war, and that to end this war will require something that both Russia and Ukraine can agree to.”

Discussion extends beyond Ukraine

While Ukraine dominated the agenda, Rubio confirmed that broader bilateral issues were also discussed.

In a message posted on social media platform X, the Secretary of State summarized the meeting by writing:

“We discussed the U.S.-Russia relationship and the need to end the Russia-Ukraine war.”

The conversation reflects ongoing diplomatic contacts between Washington and Moscow despite continuing tensions over the conflict, sanctions, and wider geopolitical disagreements.

Ukraine conflict remains the primary focus

The Russia-Ukraine war continues to dominate relations between the two countries.

Russia launched what it describes as a “special military operation” in February 2022, and the conflict has now entered its fifth year.

Although military operations continue across multiple fronts, diplomatic contacts have periodically taken place through bilateral meetings and international forums.

Rubio reiterated that Washington believes diplomacy remains essential to achieving a negotiated settlement, while maintaining that any agreement must be acceptable to both parties.

Senior delegations accompany both ministers

Rubio attended the meeting alongside a senior American delegation that included:

  • Sergio Gor, U.S. Ambassador to India and Special Envoy for South and Central Asia.
  • Dan Holler, Counselor of the U.S. Department of State.
  • Allison Hooker, Under Secretary of State for Political Affairs.

Lavrov was accompanied by several senior Russian officials, including:

  • Evgeny Zagaynov, Russian Ambassador to ASEAN.
  • Andrey Rudenko, Deputy Foreign Minister.
  • Alexey Drobinin, Director of the Foreign Policy Planning Department at the Russian Foreign Ministry.

The presence of high-ranking officials from both governments highlighted the importance attached to the discussions despite the difficult state of bilateral relations.

Diplomatic dialogue continues

Although no concrete agreements were announced following the Manila meeting, the talks demonstrated that diplomatic communication between Washington and Moscow remains active even as disagreements persist over Ukraine and broader security issues.

The ASEAN meetings provided an opportunity for both governments to exchange views in a multilateral setting while maintaining channels for dialogue on issues affecting international security.

Whether the discussions will contribute to renewed diplomatic momentum over Ukraine remains uncertain, but both sides acknowledged the importance of continued engagement as the conflict continues.
