Brussels pushes for industrial tariff agreement as tensions rise over new U.S. trade measures

BRUSSELS — European Commission President Ursula von der Leyen announced on Monday that the European Union is prepared to negotiate a “zero-for-zero” tariff arrangement with the United States on industrial goods while warning of countermeasures if the two sides fail to reach an agreement.
“We are ready to negotiate,” von der Leyen stated during a press conference alongside Norwegian Prime Minister Jonas Gahr Støre. “We’re offering zero tariffs on both sides for industrial products because we are always open to a good deal.”
Von der Leyen’s comments come in response to newly announced U.S. trade tariffs, including a universal 10% import tax and additional, individualized reciprocal tariffs targeting the 60 countries with which the U.S. holds the largest trade deficits. While key items such as gold bars, energy products, rare minerals, semiconductors, and pharmaceuticals are excluded, the move has sparked concern in Europe and beyond.
“This is a major turning point for the United States,” von der Leyen remarked. “But Europe is equally prepared to act. If an agreement cannot be reached, we are ready to implement countermeasures and shield ourselves from indirect effects caused by trade diversion.”
The European leader also announced the formation of a dedicated task force to monitor imports and support evidence-based policy responses. “We will work closely with the industry to ensure we have the necessary data to guide our measures. Our goal is to collaborate and reduce the impact on both sides of the Atlantic.”
While the European Union has agreed not to escalate trade tensions further for now, von der Leyen emphasized the EU’s firm stance in ongoing negotiations. “We will remain resolute,” she said.
The United States has characterized its new tariffs as a starting point for renegotiating trade relationships with key partners. Talks with several nations are reportedly already underway.
