Senior Pentagon officials are visiting Ukraine to meet with President Volodymyr Zelensky amid ongoing efforts to explore avenues for ending the war with Russia. The visit comes amid unconfirmed media reports suggesting that US and Russian envoys have drafted proposals aimed at restarting peace negotiations. According to these reports, the proposals would require Ukraine to make sweeping concessions, including a complete withdrawal from the eastern Donbass region and significant limits on its military capabilities.
The visit coincides with a devastating Russian attack on the western Ukrainian city of Ternopil, which killed at least 26 people, including three children. President Zelensky confirmed that 22 individuals remain missing as search and rescue operations continue. This attack is reportedly one of the deadliest strikes in western Ukraine since the beginning of the conflict.
European leaders have emphasized the importance of involving both Kyiv and Europe in any peace plan. Josep Borrell, the European Union’s foreign policy chief, stated that for a plan to succeed, it must include Ukrainians and Europeans, and underscored the fundamental reality that there is one aggressor, Russia, and one victim, Ukraine. Borrell criticized ongoing Russian attacks on civilian infrastructure, including schools, hospitals, and residential buildings, highlighting that 93% of recent strikes have targeted non-military sites.
Poland’s Foreign Minister, Radoslaw Sikorski, echoed these concerns, stressing that Europe’s security is at stake. Sikorski argued that any peace plan must restrict the aggressor’s capabilities rather than limiting Ukraine’s ability to defend itself.
Details surrounding the proposed US-Russia plan remain murky. Ukrainian officials have largely dismissed the leaked points as unacceptable, citing previous rejections of proposals such as ceding Donbass, prohibiting foreign troops, relinquishing long-range weapons, or adopting Russian as an official language. Senior US officials visiting Kyiv are reportedly on a fact-finding mission and are not positioned to lead formal negotiations, according to defense correspondents. They have already met with Ukraine’s defense minister in what has been described as a successful initial engagement.
The timing of these discussions places President Zelensky under significant domestic pressure. Ongoing corruption scandals have created a perception of a weakened government, even as ministers insist they have not acted improperly. Coupled with Russia’s recent advances in the east and widespread energy outages targeting Ukraine’s infrastructure, the government faces mounting challenges in maintaining both territorial control and public confidence.
Despite these pressures, Ukrainian resistance remains rooted in the defense of national sovereignty and territory. Analysts suggest that any peace plan requiring substantial concessions is unlikely to be acceptable to Kyiv, given the stakes of the conflict. European officials continue to call for their voices to be included in the process to ensure that any settlement is both just and durable.
As Pentagon officials continue their visit and discussions evolve, the international community remains closely monitoring developments, emphasizing the need for a negotiated peace that respects Ukraine’s independence and involves key European stakeholders.
