The FIA Driving Standards Guidelines are a set of formalized racing etiquette and officiating protocols used in the FIA Formula One World Championship. While internal versions existed previously, the guidelines were formally introduced in 2024 and significantly updated for the 2025 season. In a move toward greater transparency, the FIA released the full text of these guidelines into the public domain ahead of the 2025 Austrian Grand Prix.

Background

Historically, “racing etiquette” in Formula 1 was governed by a combination of the International Sporting Code and unwritten “gentleman’s agreements” among drivers. However, inconsistent stewarding and controversial on-track incidents—particularly regarding defensive maneuvers and “diving” into corners, led to calls for a more rigid, written framework.

The guidelines were first piloted in 2024 as a private document shared between the FIA Single-Seater Department, the Race Director, and the drivers. Public Release (2025)

Before the 2025 Austrian Grand Prix at the Red Bull Ring, the FIA took the unprecedented step of making the latest version of the guidelines available to the general public and global media.

Objectives

The decision to go public was driven by several key factors:

  • Fan Engagement: Allowing spectators to understand why certain maneuvers result in penalties (e.g., “forcing another driver off the track”).

  • Media Clarity: Enabling broadcasters and journalists to provide more accurate analysis of stewarding decisions during live telecasts.

  • Consistency: Holding stewards accountable to a public standard, thereby reducing perceived variability in officiating between different race weekends.

Key Provisions

The guidelines provide specific criteria for various on-track scenarios, including:

  1. Overtaking on the Inside: Requirements for the attacking car to be “sufficiently alongside” (usually defined as having the front axle at least level with the midpoint of the defending car) to be entitled to racing room at the apex.

  2. Overtaking on the Outside: Guidelines on when a defending driver must leave a “car’s width” for an attacker attempting a pass around the exterior of a corner.

  3. Moving Under Braking: Strict prohibitions against changing direction once a driver has begun their braking phase, a move considered highly dangerous at high speeds.

  4. Crowding: Clarification on the limits of “squeezing” an opponent toward the edge of the track.

Reception

The 2025 publication was generally welcomed by the F1 community. Drivers noted that having a written “rulebook” for battles reduced ambiguity, while team principals noted it helped in briefing their athletes on acceptable risks. Some critics, however, argued that over-regulation could potentially stifle the “natural” defensive instincts that have historically characterized the sport.
