A Democratic member of the US House of Representatives has announced plans to seek the impeachment of Homeland Security Secretary Kristi Noem, escalating political tensions following a deadly shooting involving an immigration officer in Minnesota.
Representative Robin Kelly of Illinois said on Wednesday that she intends to file articles of impeachment against Noem, citing obstruction of justice, violation of public trust, and self-dealing. The announcement came in the aftermath of the fatal shooting of Renee Nicole Good, a 37-year-old mother of three, who was killed during an Immigration and Customs Enforcement operation in Minneapolis.
In a statement, Kelly accused the homeland security secretary of presiding over what she described as reckless and unconstitutional enforcement practices. She said Noem’s leadership had already caused harm in the Chicago area and that similar tactics were now being deployed elsewhere, with deadly consequences.
“Secretary Kristi Noem is an incompetent leader and a disgrace to our democracy,” Kelly said. “Her rogue ICE agents have unleashed that same destruction in Minneapolis, fatally shooting Renee Nicole Good.”

According to accounts from local officials and witnesses, Good was shot by an ICE officer after blocking a roadway during a federal immigration operation. The incident has sparked protests, competing official narratives, and growing scrutiny of the Department of Homeland Security’s enforcement strategy.
Kelly said the secretary’s actions amounted to a violation of constitutional principles and accused her of undermining the rule of law while inflicting lasting harm on families and communities.
“It’s one thing to be incompetent and dangerous,” Kelly said. “It is impeachable to break the rule of law.”
The congresswoman said she plans to formally introduce three articles of impeachment against Noem, focusing on obstruction of Congress, abuse of public trust, and alleged self-dealing. It remains unclear how much support the effort will receive in the Republican controlled House, but the move underscores rising political pressure on the administration over aggressive immigration enforcement and federal use of force.
The Department of Homeland Security has not yet responded publicly to Kelly’s impeachment announcement.
