The FBI has unveiled a highly sophisticated training facility designed to prepare law enforcement personnel for the rapidly evolving world of cyber warfare and digital crime. Known as the Kinetic Cyber Range, the 22,000 square foot complex, located at the agency’s Huntsville, Alabama campus, recreates an entire American town where investigators can respond to simulated cyberattacks under realistic conditions.

The facility, which officially opened in February 2025, has already trained more than 1,400 students, including FBI agents and personnel from federal, state, and local law enforcement agencies. Officials say the project reflects the growing urgency of strengthening the nation’s cyber defense capabilities as cybercrime losses in the United States continue to climb to record levels.

Unlike a traditional cyber laboratory, the Kinetic Cyber Range is designed to mirror the infrastructure of a functioning community. The replica town includes fully furnished homes, a hotel, a grocery store, a gas station, a courthouse, a hospital, and a power company, all connected by roads and traffic lights. Each building is equipped with operational digital systems that behave as they would in a real environment, allowing trainees to observe how cyber incidents can cascade through critical infrastructure.

At the heart of the complex is a dedicated data center housing more than 200 physical servers running a mixture of Windows and Linux environments. The setup is intended to replicate the conditions investigators often encounter during search warrants and incident response operations. According to program manager Dave Beachboard, the facility was built to expose agents to the difficult realities of field work, including cramped server rooms and complex network architectures.

One of the primary objectives of the cyber range is to prepare investigators for ransomware attacks against essential services. In one training scenario, agents must respond to a simulated attack on a hospital where critical systems suddenly become unavailable, forcing participants to balance technical recovery efforts with real-world concerns such as patient safety and operational continuity.

The FBI’s investment comes as cyber threats continue to intensify. The agency’s 2025 Internet Crime Report recorded a record $20.9 billion in cybercrime-related losses, a 26 percent increase over the previous year, with ransomware remaining one of the most significant threats facing critical infrastructure operators across the country.

Beyond incident response, the Kinetic Cyber Range also serves as a center for digital forensics training. Agents learn to access and analyze encrypted devices using advanced investigative tools, some of which rely on exploiting undisclosed software vulnerabilities. The use of such techniques remains controversial among privacy advocates, who argue that they can undermine the security protections built into modern devices by technology companies.

By recreating an entire interconnected community rather than a single isolated network, the FBI hopes to train investigators to understand the broader consequences of cyberattacks. A breach affecting a utility company, for example, can quickly disrupt hospitals, businesses, transportation systems, and emergency services, illustrating how digital threats increasingly have physical and societal impacts.

The timing of the project also reflects broader shifts in the cyber landscape. Advances in artificial intelligence are accelerating the discovery of software vulnerabilities, while state-backed hacking groups continue to industrialize their operations and expand their capabilities. In response, the FBI believes realistic, large-scale simulations are essential to preparing the next generation of cyber investigators.

As cyber threats grow more sophisticated and interconnected, the Kinetic Cyber Range represents a major investment in ensuring that law enforcement can respond effectively, not just to attacks on computers, but to attacks on the digital foundations that modern communities depend upon.
