The U.S. Marine Corps is significantly expanding its land-based anti-ship missile capability after approving a new $50.3 million contract option for additional Kongsberg Naval Strike Missile (NSM) launcher modules, reinforcing its strategy to counter hostile naval forces across the Indo-Pacific.
The contract, announced by the U.S. Department of Defense on July 9, supports the Marine Corps’ Over the Horizon Weapon System (OTH WS) and strengthens the growing network of Navy Marine Expeditionary Ship Interdiction System (NMESIS) batteries deployed throughout the First Island Chain.

Military planners believe these dispersed missile units could significantly complicate any attempt by hostile naval forces to operate in areas such as the East China Sea, South China Sea, Ryukyu Islands, and Luzon Strait.
Mobile missile teams
Unlike traditional coastal defense batteries, the NMESIS system is designed around mobility and survivability.
Each launcher is mounted on a remotely operated vehicle carrying two Naval Strike Missiles, allowing Marine units to establish temporary firing positions, receive targeting information from external sensors, launch their missiles, and quickly relocate before counterattacks can be organized.
The Naval Strike Missile features several characteristics intended to improve survivability and combat effectiveness, including:

The following year, Balikatan 2026 demonstrated even greater operational flexibility as launchers were deployed by C-130J transport aircraft and amphibious ship-to-shore operations onto Itbayat and Calayan Islands.
These exercises highlighted the ability to establish temporary missile engagement zones near critical waterways before relocating to new positions, creating uncertainty for potential adversaries attempting to track mobile launch units.
Expanding allied cooperation
The Marine Corps has also increased interoperability with key regional partners.
Exercises with Japan have integrated NMESIS units alongside the Japanese Ground Self-Defense Force’s Type 12 surface-to-ship missile batteries in the Sakishima Islands.
In the Philippines, American missile units have trained closely with Philippine Marines, reinforcing a distributed network capable of monitoring and defending important maritime approaches.
Officials believe these partnerships strengthen regional deterrence by linking allied surveillance assets, communications networks, and long-range precision strike capabilities.
Challenges remain
Despite its advantages, the distributed missile concept also presents operational challenges.
Each NMESIS launcher carries only two missiles before requiring resupply, making logistics a critical factor during sustained combat operations.
Forward-deployed units also depend on:
- Secure communications
- Accurate targeting information
- Political approval from host nations
- Protection against drones and electronic warfare
- Reliable ammunition resupply
Maintaining these dispersed missile teams during an extended conflict would be significantly more demanding than the controlled conditions of military exercises.
A new approach to maritime warfare
The latest procurement reflects a broader transformation in U.S. military doctrine.
Rather than relying exclusively on aircraft carriers, destroyers, and combat aircraft to counter hostile fleets, the Marine Corps is increasingly positioning highly mobile land-based missile forces throughout strategically located islands and coastlines.
By expanding the inventory of Naval Strike Missile launchers, the United States aims to create multiple potential firing locations that increase uncertainty for adversaries while enhancing the survivability and flexibility of allied maritime operations.
