MILAN, Italy – The involvement of agents from the U.S. Immigration and Customs Enforcement (ICE) in the security operations for the upcoming Milan-Cortina 2026 Winter Olympics has ignited a firestorm of criticism across Italy’s political spectrum. While the Italian government defends the move as a standard international cooperation effort, opposition leaders and civil rights groups are questioning the necessity and legality of foreign immigration officers on Italian soil.
Giovanni Malago, President of the Milan-Cortina 2026 Winter Olympics organising committee, says ICE agents will be present in Italy “for technical reasons only” during the Winter Olympics because high-ranking US officials are in the country. pic.twitter.com/di0MP7lIC2

The controversy erupted following reports that ICE agents would be integrated into security protocols to assist with “border security and identity verification” during the Games. Critics argue that the presence of a foreign agency, particularly one associated with controversial immigration enforcement policies in the United States, undermines Italian sovereignty and could lead to profiling.
“The Olympics should be a celebration of international unity, not a laboratory for foreign surveillance agencies,” stated a spokesperson for a prominent Italian civil liberties organization. Concerns have also been raised regarding the exact jurisdiction and powers these agents will hold while operating within the Schengen Area.
In response to the backlash, the Italian Ministry of the Interior issued a statement clarifying that the U.S. agents are part of a broader “International Security Coordination Center” involving dozens of countries. The ministry emphasized that the ICE agents will serve in an advisory and liaison capacity, primarily focused on preventing human trafficking and ensuring the authenticity of travel documents, without any autonomous power to arrest or detain individuals.
Despite these assurances, the debate has intensified in the Italian Parliament, with some lawmakers demanding a full disclosure of the bilateral agreements that authorized the deployment. With the opening ceremony of the Winter Games fast approaching, the government is under pressure to balance international security partnerships with the protection of national legal standards and public perception.
