MOSCOW — Russian security services announced on Saturday that they have detained a Ukrainian agent allegedly responsible for a car bomb attack that killed a senior Russian general in the suburbs of Moscow.

According to a statement from Russia’s Federal Security Service (FSB), the suspect, identified as Ignat Kuzin, was apprehended after allegedly planting a homemade explosive device in a Volkswagen Golf parked outside the home of Gen. Yaroslav Moskalik in Balashikha, east of the capital.

Gen. Moskalik, who served as Deputy Head of the Main Operational Directorate of Russia’s military General Staff, died after walking past the booby-trapped car on Friday morning. The FSB claims the bomb was remotely detonated from Ukraine.

Allegations of Ukrainian Involvement

In its statement, the FSB accused Kuzin of being an operative for Ukraine’s intelligence services, recruited in 2023 and allegedly dispatched to Moscow later that year. Russian authorities say they have recovered footage showing Kuzin’s arrest, as well as a video in which the suspect confesses to his involvement. The FSB also released images of what they described as bomb-making components seized during the operation.

There has been no immediate comment from Ukraine regarding the allegations.

The Kremlin, meanwhile, wasted no time in condemning Kyiv, accusing Ukraine of “continuing terrorist activities inside our country,” and vowing consequences.

A Senior Military Figure with a Diplomatic Past

Gen. Moskalik was not only a top figure within Russia’s military command structure but also previously involved in diplomatic efforts. He had represented Moscow during the 2015 Paris talks that sought to implement the Minsk agreements, a set of accords intended to resolve the conflict in Ukraine’s Donbas region between Ukrainian forces and Russian-backed separatists.

The agreements ultimately failed, and tensions escalated dramatically, culminating in Russia’s full-scale invasion of Ukraine in February 2022.

Heightened Security and Rising Tensions

The assassination of such a high-ranking official on Russian soil is seen as a significant escalation and an embarrassment for the Russian security apparatus, especially within the heavily monitored areas around Moscow. It follows a pattern of recent attacks inside Russia that the Kremlin has repeatedly blamed on Ukraine, including drone strikes, sabotage operations, and assassinations.

Security has been intensified around Moscow and other major cities, with authorities warning of a potential uptick in similar incidents.

The death of Gen. Moskalik will likely further strain any diplomatic overtures between Moscow and Kyiv at a time when behind-the-scenes talks, including tentative ceasefire proposals, had been gaining some international traction.

As of now, Kuzin remains in custody, facing potential terrorism and espionage charges under Russian law. No trial date has been announced.
