SARAJEVO, 11 November 2025 – A crucial workshop aimed at enhancing intelligence-led policing (ILP) practices was held in Sarajevo, with representatives from ten cantonal police administrations, ministries of interior, and the Federal Police Administration attending. Organized by the OSCE Mission to Bosnia and Herzegovina (Mission), the workshop focused on strengthening the capacity of local law enforcement to apply human intelligence (HUMINT) in combating serious crime and ensuring safer communities across the country.
Building Capacity in Human Intelligence Collection
Human intelligence (HUMINT) is a vital component of modern policing, involving the collection of information from human sources to build evidence-based, proactive crime-fighting strategies. The workshop aimed to equip law enforcement officers with the tools and knowledge needed to gather, assess, and leverage intelligence from human sources effectively.
During the session, participants engaged in practical exercises and interactive discussions, which enhanced their understanding of how HUMINT can be used to inform operational decisions. The event also encouraged collaboration between law enforcement agencies from different regions of Bosnia and Herzegovina, fostering the exchange of best practices and experiences in tackling criminal activity.
Key Insights from the Workshop
Đorđe Đogović, the ILP Project Manager at the OSCE Mission, emphasized the importance of the workshop in advancing intelligence-led policing across the country. “Effective intelligence gathering from human sources and its analysis lie at the heart of proactive policing,” said Đogović. “Strengthening the skills and knowledge of police officers in this field leads to a more efficient, informed, and coordinated response to serious security threats.”
By focusing on HUMINT, the workshop contributed to a broader objective of enhancing the effectiveness of law enforcement agencies in Bosnia and Herzegovina. It demonstrated that intelligence-driven approaches not only increase the likelihood of identifying criminal activities but also allow police to anticipate threats before they escalate.
A Collaborative Effort for Safer Communities
The workshop is part of the OSCE Mission to BiH’s broader project, Enhancing Intelligence-led Policing to Combat Serious Security Threats and Crimes (ILP Project). This initiative is made possible through the generous support of Austria, Germany, Liechtenstein, Luxembourg, Norway, Poland, and Türkiye, all of which have contributed to strengthening law enforcement capacities in the region.
The ultimate goal of this initiative is to bolster Bosnia and Herzegovina’s ability to address serious security threats and organized crime. By enhancing intelligence capabilities, the project aims to make policing more efficient, contribute to safer communities, and support the development of resilient institutions.
A Commitment to Security and Cooperation
The importance of cooperation between different law enforcement agencies and international partners cannot be overstated. The exchange of knowledge and experience at events like this workshop ensures that Bosnia and Herzegovina remains at the forefront of modern policing strategies. The OSCE Mission’s commitment to enhancing the country’s policing capacity is helping to lay the foundation for a more secure and stable future.
The skills gained from this workshop will be instrumental in shaping a more proactive and effective law enforcement approach, capable of addressing the evolving security landscape in Bosnia and Herzegovina. Through continued collaboration and development, the country’s police forces are poised to strengthen their efforts in the fight against serious crime and ensure a safer environment for all citizens.
