KARLSRUHE, Germany – German federal prosecutors announced on Monday the arrest of five individuals suspected of operating a sophisticated criminal network dedicated to the illegal procurement of military equipment for Russian arms manufacturers, marking one of the largest sanctions-evasion busts since the start of the conflict in Ukraine.

The suspects, whose nationalities include German, Ukrainian, and Russian, are accused of orchestrating approximately 16,000 illicit deliveries to Russia. According to the Prosecutor General’s Office, the network effectively bypassed European Union sanctions by utilizing a complex web of shell companies and fraudulent documentation to mask the final destination of the goods.

Investigators revealed that the group operated at least one front company based in the northern city of Lübeck. By using “fake customers” located both within the EU and in third countries, the organization managed to funnel high-tech military components to a recipient company in Russia. Notably, one of the detained individuals reportedly holds a senior management position at the Russian receiving firm.
Since the escalation of the war in Ukraine, the network is estimated to have procured goods exceeding €30 million in value. These components were delivered to 24 registered weapons manufacturers within the Russian Federation. Prosecutors further noted that there are strong suspicions involving the participation of Russian state institutions in the coordination of these procurement efforts.
While five individuals are currently in custody, law enforcement agencies confirmed that the investigation is ongoing, with a manhunt underway for five additional suspects believed to be part of the organization.
This crackdown follows a series of high-profile security incidents in Germany. Just last month, authorities detained a woman with dual Ukrainian-German citizenship on espionage charges, leading to the subsequent expulsion of a Russian embassy employee.
The German government has signaled that it will continue to tighten oversight and pursue criminal charges against any entities attempting to undermine international sanctions regimes.
