The United States has announced the sudden resignation of John Phelan as Secretary of the Navy, with the Pentagon confirming that his departure takes effect immediately.
Pentagon spokesperson Sean Parnell said the decision was effective at once, thanking Phelan for his service to both the Department of Defense and the U.S. Navy. He also confirmed that Hung Cao will assume the role on an interim basis.
Departure during critical operations
Phelan’s resignation comes at a sensitive moment, as the U.S. Navy continues to enforce a maritime blockade targeting Iranian ports during an ongoing ceasefire in the conflict with Iran.
According to U.S. officials, naval forces have already redirected dozens of vessels attempting to approach Iranian waters and have boarded at least two ships as part of enforcement operations. The blockade is a central component of Washington’s pressure strategy against Tehran, even as diplomatic efforts remain underway.
The timing of the resignation has raised questions, particularly given the lack of an official explanation for Phelan’s abrupt exit.
A political appointee without a military background
Phelan, a businessman with no prior military service, was appointed to the role in 2025 by Donald Trump. Before his appointment, he and his wife had reportedly raised significant funds for Trump’s political campaigns.
At the time of his nomination, Trump described Phelan as a strong leader who would advance his “America First” vision within the armed forces and prioritize the interests of the U.S. Navy.
Despite those endorsements, Phelan’s tenure now ends as the first departure among the service secretaries appointed during Trump’s current administration.
Wider changes within the Pentagon
His resignation follows a broader pattern of leadership changes within the Department of Defense under Pete Hegseth, who has overseen the removal of several senior military officials across different branches since taking office.
While no direct link has been confirmed between those changes and Phelan’s departure, the reshuffling reflects a period of significant transition within the U.S. military leadership.
Exit during major naval gathering
The announcement also coincided with the annual “Sea Air Space” conference hosted by the Naval League near Washington, D.C., one of the most prominent gatherings of maritime defense leaders.
Phelan had attended and spoken at the event earlier in the week, alongside other senior Navy officials, making his sudden exit even more unexpected.
Uncertainty ahead
With no official reason given, speculation is likely to grow over the circumstances behind Phelan’s departure, particularly as the U.S. continues high-stakes naval operations in the Middle East.
For now, leadership of the Navy transitions to an acting secretary at a time when maritime tensions remain high and strategic decisions carry global implications.
