Russia’s security services say they have disrupted what they describe as a planned attack against senior figures linked to the country’s media regulation apparatus, in a case that Moscow claims involves foreign intelligence coordination.

The Federal Security Service announced Friday that it had prevented a suspected “terrorist attack” aimed at officials from Roskomnadzor, the state body responsible for overseeing communications, media, and internet regulation in Russia.

According to the agency, the alleged plot involved plans to detonate an explosive device in a vehicle on April 18. Investigators say the intended objective was to disrupt Roskomnadzor’s operations, particularly its role in information security and oversight of digital platforms such as Telegram.

The FSB accused Ukrainian intelligence agencies of orchestrating the plan, though no evidence has been publicly presented. Kyiv has not responded to the allegations.

Russian authorities said seven individuals were detained in connection with the case. The alleged leader of the group, identified as a Moscow resident born in 2004, was killed during the operation after reportedly resisting arrest.

“The leader of the group offered armed resistance and was neutralized,” the FSB said in its statement.

A criminal investigation has been launched, with charges including illegal trafficking of weapons and explosives. Officials added that further charges related to the preparation of a terrorist act are also being considered.

The incident comes amid heightened tensions between Russia and Ukraine, with both sides frequently accusing each other of sabotage, cyber operations, and covert actions beyond the battlefield.
