MINNEAPOLIS — U.S. Attorney General Pam Bondi has ignited a political firestorm after reportedly sending a list of demands to Minnesota officials, promising to end aggressive federal immigration operations in exchange for sensitive state data, including unredacted voter registration lists. Democrats have wasted no time labeling the move as “blatant extortion” and a direct assault on state sovereignty.
The letter, sent to Governor Tim Walz (D) on Saturday, January 24, 2026, comes as Minneapolis reels from its second fatal shooting by federal agents this month. Following the death of 37-year-old Alex Pretti during a high-stakes raid, Bondi suggested that federal “support” for the state, and a potential de-escalation of the controversial Operation Metro Surge, is contingent on the state’s cooperation with the Department of Justice (DOJ).

The Demands
Bondi’s letter outlines several non-negotiable requirements for Minnesota to “restore the rule of law”:
-
Voter Rolls: Full access for the DOJ Civil Rights Division to Minnesota’s voter registration records to “confirm compliance” with federal law.
-
Benefit Data: Sharing of all state records regarding federal assistance programs, specifically Medicaid and the Food and Nutrition Service.
-
End of Sanctuary Policies: The formal revocation of sanctuary city policies in Minneapolis and Saint Paul.
-
Direct Collaboration: State and local law enforcement must actively support and embed with Immigration and Customs Enforcement (ICE) teams.
The “Extortion” Charge
Democratic leaders, including Governor Walz and Representative Ruben Gallego, have denounced the letter as a political shakedown. “This was never about safety or immigration,” a spokesperson for the Minnesota Democratic-Farmer-Labor Party (DFL) stated. “It is a cynical attempt to use the threat of violence and federal overreach to seize voter data in a key swing state ahead of future elections.”
Gallego took to social media to call the move a “legal trick,” writing: “This is extortion. They are using fear to obtain voter information. In the United States, intimidation cannot be used to interfere with our elections.”
Context: The Minneapolis Siege
The Trump administration ordered the surge of ICE and Border Patrol agents into Minneapolis in early January, citing unverified claims by conservative influencers regarding federal fund misappropriation within the Somali community. Since then, the city has become a flashpoint for civil unrest, with local leaders like Mayor Jacob Frey accusing federal agents of behaving like an “occupying force.”
The fatal shooting of Pretti on Saturday—the same day the letter was delivered—has only deepened the crisis. Bondi defended the timing during a Fox News interview, stating that Walz “better support President Trump” and the men and women in law enforcement if he wants federal tensions to ease.
Legal Battlefield
Legal experts warn that Bondi’s demands may be a pretext for invoking the Insurrection Act, which would allow the deployment of the U.S. military on American soil. By claiming that local authorities are refusing to comply with federal law or maintain order, the administration could argue that state governance has effectively collapsed.
Governor Walz has indicated that Minnesota will not comply with the data request, setting the stage for a high-profile legal battle in the federal courts.
