BEIJING — China has intensified its diplomatic offensive against the United States, officially accusing Washington of fueling global “cyber instability” and pre-setting vulnerabilities in Chinese critical infrastructure for future sabotage.
In a high-profile press conference, Foreign Ministry Spokesperson Guo Jiakun addressed a new report from the Chinese National Computer Network Emergency Response Technical Team (CNCERT). The report identifies the U.S. National Security Agency (NSA) as the primary architect behind a series of sophisticated infiltrations targeting China’s energy, transportation, and communication sectors.
“China strongly condemns the U.S. government for carrying out cyberattacks and infiltration against our key infrastructure,” Jiakun stated. He further alleged that the U.S. is “presetting vulnerabilities” intended for “large-scale sabotage activities” at a time of Washington’s choosing.
The “Volt Typhoon” Rebuttal: A significant portion of Beijing’s latest briefing was dedicated to debunking U.S. intelligence claims regarding “Volt Typhoon”, a group Washington identifies as a Chinese state-sponsored actor embedded in American infrastructure.
Spokesperson Guo Jiakun countered these claims, asserting that “Volt Typhoon” is actually a transnational ransomware organization with no ties to the Chinese state. He argued that the U.S. is using the group as a “smokescreen” to justify its own aggressive cyber posture.
“The NSA case is self-evident of what a real ‘Volt Typhoon’ operation looks like,” Jiakun remarked, adding that the United States remains the “world’s number-one hacking state.”
Rising Tensions and Market Fallout: The accusations come during a period of extreme friction between the two superpowers. Beijing warned that Washington’s “extremely irresponsible” behavior risks “misunderstanding and miscalculation” in an increasingly volatile digital landscape.
The cyber-spat has already triggered domestic policy shifts. China recently moved to ban the use of U.S. and Israeli cybersecurity software by domestic firms, citing national security concerns. This “de-Westernization” of China’s digital defense coincides with a broader push to replace foreign technology with domestic alternatives like Huawei and ZTE.
As the war of words escalates, Beijing reaffirmed its stance: “We will take all measures necessary to defend our sovereignty and security in cyberspace.”
